While the Panthers could opt to use their franchise tag to keep Williams if no new deal is reached after next season, they probably couldn't franchise Kalil because that would require them to pay him more like a left tackle - the highest-paid offensive line position - than a center. While they technically still can do that, the new "30 percent rule" triggered by 2010 being a season without a salary cap makes it prohibitive for teams to do contract extensions with most of their best young players. "Obviously, it limits it," said Hurney. The rule is a direct byproduct of the stalled labor negotiations between league owners and the players association for a new collective bargaining agreement. The "30 percent rule" limits base salaries for top-performing players still under contract who weren't early first-round draft picks, and requires any extended deal to include much larger signing bonuses (up to 80 percent or more of a total package) than most teams are comfortable with.
