I agree with your idea (i.e. 7 step drop on 3rd and 2 is a stupid), but I'm not quite so sure that was a 7-step drop play. I think that was a 3 or 5 step drop play in which Cutler just felt the pocket absolutely collapsing (what's new), and he continued to backup.
