Technically yes, but it comes in the form of a signing bonus which I believe is one of the only negotiable items in a rookie contract. Once drafted they don't have as much leverage anymore, that is why the draft position is more important now than it was under the old CBA. Cliff Stein will eventually start signing players before they are even drafted, he is that good. Report

The other thing they negotiate is offset language in case player is cut and signed by another team but yeah now days rooks have no leverage Report

I'm not sure on Williams. It is refreashing that now some of these rookies have to earn their money instead of being paid on potential. Report
