Of the two I'd take Jones but that's more because he's an excellent returner. As a WR he has never done much considering how many years he's been in the league. If he had something as a WR you'd think the Ravens would be hanging onto him knowing that they are likely losing Torrey Smith. $2.5mil wasn't that much to keep him around.
