You think you'd see someone launching their heads into someone coming over the middle without a helmet? I think not. Helmets have always been used more as weapons anyways, and if you take away this important weapon, you'd probably find players taking more caution on some of the hits they deliver. With an onside kick, sometimes a D has time to hold and get one more shot if it doesn't go through. This would basically put the other team in field goal range in a near impossible, against it's against Lovie's prevent D, 4th and 15 situation. But if Goodell is just taking suggestions, here's another idea. Leave one guy with the kicker, and everyone else gets to go to the other team's 40. Then that other one guy does just like normal when the kicker kicks the ball. But here's the deal. All the other guys can't go further downfield until that one guy makes it to where they are at the 40, so only that one guy works up a head of steam. BUT...that one guy can't go past the 25 yard line. And so basically, all the other guys don't have time to work up speed so they're safer...and remember they've got return team blockers only 10 yards in front of them still. And the one guy who is working up speed is only really a safety; he'll have to slow down because the returner will never make it to the 25 yl before he does.. That solves all the problems without changing the basic nature of the kickoff. Oh, and move the kick location back to the 25 like it used to be. No need to have every third kick a touchback if they implement my rule. I don't know how to fix the whole "everyone just tries to knock everyone else out and whoever is left standing picks the football up" sort of onsides we've got these days. It still keeps the excitement and quick strike capability of a kick return as part of the game and we need that. 4th and 15 gives reasonable odds to the offense to try to keep the ball if they choose. The story is wrong about losing a kickoff specialists as you still need to kick FG and I can't think of any teams that have a kicker just for kickoffs especially with today's rules.
