I think he is a 6 mil a year guy, they wont franchise him for that money.

Problem is, all that money is guaranteed on the franchise tag. Can't move cap space around from year to year.

Yes but negotiating a contract only happens when the GM directs it, and the GM has control over the budget. Everyone figured Emery would come in a get Forte signed quickly and that didn't happen.
