Cleveland is probably 2-3 years away from competing, so they might as well lock in some cornerstone picks like Thomas.
Unless someone trades up, I think he is a lock for Miami, which would be a steal for them.

I say 8 games. These penalties are tougher than before. Two years ago, I would say 4-6, but now 8. Especially since it was a multiple offense that included jail time.
