I don't believe it hurt us in Raymont's situation. Players go where the money is. I'll change my recommendation - Emery should meet with Cutler's agent and tell him that he is willing to negotiate a cap-friendly, home-town discount deal with him up until FA. If he is unwilling to sign a deal, then let him go and move forward with McCown and draft a QB in the first or second round. No way do I franchise tag him as we have too much else we need to address.
